EVOLVE PSAS (public safety accreditation solutions) was founded by Scott VanScoy upon retiring from law enforcement in 2021 and being solicited for support by law enforcement agencies across the continental United States as they sought IACLEA and/or CALEA accreditation. Having personally led four (4) initial accreditation processes, five (5) re-accreditation processes, and providing consultation services to over forty (40) sworn and non-sworn public safety agencies over his 23 years of accreditation erience, Scott's reputation of creating a unique and memorable evolution to public safety excellence generated greater interest in the number of agencies seeking accreditation status.
 
In 2025, to meet increasing demand, EVOLVE PSAS began establishing a well-educated and experienced team of consultants from various regions around the U.S., each of whom maintains a similar ideology and approach to navigating and successfully meeting the accreditation processes. Today, EVOLVE PSAS provides accreditation consultation for law enforcement, public safety, and parking services organizations, ranging from an all-inclusive initial and/or re-accreditation solution to agency/accreditation manager training and support.
